what voltage turns on/off mobo?

What a guy could do is look at the rocker switch on
the back of the PC power supply (ATX style PSU) and
go from there.
Replace it with a temperature controlled switch of
some sort.
The PSU would energize when the temperature controlled
switch closed itself. Which in turn would energize the
motherboard.
