Well can I? I'm a little scared as it looks and smells like model glue and gets all clear and glue like aswell when dry. So is it safe or did they send me model glue?

It's permanent. I've used it on a few motherboard PCBs and it works fine.

liquid electrical tape works prety well for the backside of a pcb.it dries fairly quick and pulls off clean . doesnt come off so well if it gets under caps and such i like it better than conformal and you can get it @ home depot

does korn form spray for pcb's protect against condensation??? i have a few cans of korn form protective pcb coating spray and if i can use it instead of neoprene and seal string that would be great.

As long as no air gets in, you wont have condensation, so yes it would work.
