Try the "default" / override passwords that can be found on defaultpassword.com, or just remove the CMOS battery for 15 minutes ( in rare cases the password is written on the fw, if that's the case you'll have to perform a clean flash preferably with an EEPROM programmer )

You may have to remove most of the covers to get to the CMOS battery.
I'm not familiar with that laptop ( actually I'm not familiar with most laptops, as I rarely use one, and I do DISLIKE them :D ), but google "Samsung P28 CMOS battery" would help more than likely.

It is not common (at least that i have seen) for manufacturers to put a boot up bios password on laptops. this is not a common password. Nor will you find a utility that can change it as you will need to boot something to be able to try, and a bios boot password stops the bios from booting, therefore everything else... your only real choice is to open 'er up and remove the CMOS Battery. Yes it will open, no it will not be easy.
The only other real option is to get ahold of the manufacturer and see if the know of a "Master" password, but i doubt it.
