SLBEJ = D0 Correct?
FPO/Batch # = 3918A755
Made in Costa Rica
Anyone have info on this Batch? Google returns 0

Odds are it will be an average chip, but you might get lucky. Then again you could totally luck out. There are very few good batches of i7's. We all know what the best ones were, these newer batches are quite hit and miss.

What is the threshold to determine a good batch from the other?

You mean what speed the cpu will do at a given voltage?
If so, its pretty subjective. IMO the really good ones do 4GHz at ~1.16v and the not good ones need around 1.3v for 4GHz.
I'd personally call a CPU good if it could do 4GHz at <1.25v.
The best batches were week 45/46 and some 49's from what I've seen, although most between weeks 45 and 49 seemed to have a good chance of being decent clockers. There may of course have been some duds in there but I haven't seen anyone post them up. In addition, B batches seem to be be better on average than the A batches.
