clean install of windows 7 using upgrade disk?

does anyone know if you will be able to do a clean install using the upgrade dvd or cd...
I remember using an upgrade cd before i got to a point where all i had to do was put my product code in from the o/s i was upgrading from..
if you were able to do it with win 7 the pre order upgrade disk fo 50 bucks is quite a bargain...

In the EU the actual 'upgrade' package is pretty much the disk waiting for a fresh install.

However in the US it appears you need to have installed and activated a previous OS to upgrade.
