Slow internet with windows 7 RTM

ok so I have windows 7 ultimate, 64bit, build 7600.
My hardware: core i7 920, 6GB ram, Gigabyte EX58-UD5.
I installed the latest drivers for windows 7 from their site (had just 1 driver listed)
and browsing is slow, downloading is about 25-40kb/s from various sites..

help.

how are you connected, try running something from like speedtest.net

any firewall/AV running?

whats your normal DL speed

NO AV, NO firewall, everything off, my usual speed it 800kb/s download,

now i get like 30-40kb/s, BUT on bittorrent i max out.
