i am trying to find out a way to run "change your account picture" from a command line

control panel, user accounts, change your account picture

i searched the registry and found "usercpl.dll,-61"
i gather this is how you bring up the "change your account picture"

can i do it via "rundll32.exe", if so how ?

ultimately what i want to do is change the account picture and the welcome screen background via a registry hack. i was unable to find any way to do this.
