mainly, tec's need extremely high pressure for good thermal contact na dto get the best temps, also the core is too small. First off teh coldplate allows the tec to be clamped to the block itself, so metal to metal, so hugely higher pressure can be made while pushing down on the core to get same pressure would kill chip and snap mobo too. 2nd thing is tecs don't kind spread heat, you want the heat form cpu spread to entire tec to work well, to do this the copper coldplate absorbs the heat from cpu , spreads through the copper to give much better cooling when the heat is applied across the entire tec.
