I'm thinking about placing back IHS that I took out. Do I need special stuff to put that back on or could I just get silicon from homedepot and use that without any ill effect?

Yeah I would think you are pretty much Fd in the A on putting it back.
Why you wanting to put it back anyways?

I would guess some epoxy would work, I wouldn't try it though, and even if it worked, self-reattaching the IHS either results in a:
A totally broken CPU(0 contact between core and IHS) or...
A CPU that has a permanently attached IHS.
I'm not sure about heat tolerances of the LHS silicon stuff that you can buy... but I would think that it would work too.

This (http://www.newegg.com/Product/Product.aspx?Item=N82E16835100013) will work to keep the IHS on, but I don't see the point in reattaching it since you will loose plenty of cooling performance.

Sorry, I think I might have caused confusion. This is not for my main pc. This cpu is not the one that is soldered on but just older P4 with TIM and silicon looking glue under the IHS.

I've heard of people lapping the CPU die to get that material off. I guess you could also use Goo-Gone to get the stuff off, or soak it in alcohol for a few hours and see if it's loosened up at all. Acetone might also work.
You'd be better off getting the material off the CPU die rather than try to put the IHS back on.
