everytime i start up my pc.... my fan makes a noise like its hitting something inside. what do i do

Shut down the PC. Unplug the power cord. Give it a minute to fully discharge. Carefully remove card from the system and see if something may be stuck in cooler. Spin it to confirm.
If nothing is obstructing the fan, but the noise is generated by the fan itself than it's time to contact either place of purchase or card's vendor for warranty repair.

make sure you dont have any power cords hitting it also before you take it out
