if my power supply for the peltier dies, the peltier wont work anymore, but will it be like another cold plate or like a blanket. does it insulate or conduct when not plugged in?

They are a fairly good insulator in my experience.
Your CPU may survive if your water keeps pumping, but stability will go to hell..
If your worried set up a relay that will only let you turn on your PC if your pelt power supply is working, then if the TEC goes off/burns up or anything then your PC will go off..
TEC are semiconductors made of exotic metals. When TEC stops working (We are not talking TEC failure when it turns into a heating element!) the sher thickness of metal between cpu and water causes temps to rise. When my wiring burned (Swiftech suplies too weak terminal blocks)
temps went from -4C idle to 34C idle (4degrees above water temps).... I don't know how high it could have gone since I switched the whole thing off but it is no t a tragedy :). Best set yoursef shut-off temp in BIOS :) Relays are also good:)
