SOLVED
Onboard LAN Controller was conflicting with the interrupt of another device. I thought resource conflicts were a thing of the past (anyone here remember ISA??).... Don't I feel like an idiot now....
Like the title states, I'm having problems with the Intel Burn Test. I'm at a seemingly stable 4.01 GHz on my e8400 E0. I was lowering the voltages to see the lowest I could get for the 4GHz mark. Everything was fine at 1.3 vCore and 445 FSB. All benches run fine, so do games maxed out. But, I noticed during IBT that the CPU load wasn't going above 70%, and temps barely even hit 50C. Now, I notice if I up the voltage to where it has previously been fine, the percentage increases, but not to 100% before it's just too much voltage for me to feel comfortable with on air. With IBT running the CPU at 70%, it still posts stable results at the end of the test.
I've run the same test on this computer numerous times before, at many different clock speeds and voltages, and it's always been hovering around 98%. I don't know if it matters, but my mobo is a BlackOps P05 BIOS, RAM is 2x2GB OCZ Special Ops Urban Elite DDR3 1600 (1:3.2 1425MHz) @ 1.91V. OS is Vista Home Prem 64bit.
The only programs running while I perform this test are RealTemp and CPUZ.
I reformatted. It didn't work. Something is hogging 30-40% of my processor, and it's not showing up in the "processes" tab in the task manager. So, 40% of my CPU is busy but doing nothing?! How is this possible? Is this indicative of a hardware failure?
