Ive had this issue for a while (after my laptop got what I think was the Conficker virus). McAfee and Defender both fail to pick anything up (everything is up to date).

However, when I try to install anything (Abode, XML Notepad, etc...) I get a Windows Installer error:

"This installation package could not be opened. Verify that the package exists and that you can acces it, or contact the application vendor to verify that this is a valid Windows Installer package."

Ive searched everywhere for a fix but only get XP cr@p.

Some things Ive noted after the Conficker Virus: My Windows Installer service doesnt start automatically (it was set as disabled after the virus but I reset it to automatic but it still wont start automatically). I have to start it manually but it doesnt change anything. My account the Admin account. I dont have any restore points that can help.

Anyways, question at hand is how to repair my broken @$$ OS without losing my programs, games, and saved files. If worse comes to worse, I have an external HDD.
