I received a BSOD when using two different programs. i was encoding video to DVD format first using Nero Vision and the second time using Convert X to DVD. I am using the latest version of each and the MiniDump analysis revealed the following:

Is the issue a Vista Driver, Convert X to DVD, or a hardware issue?

VISTA_DRIVER_FAULT??
You shouldn't have any Vista drivers. It's a different kernel, no wonder that it crashes.

Try Popping your O.S disk in and doing system restore to make an attempt to correct whatever should not be there...if not it looks like a reformat to me.

he said x64 not xp x64 or anything else he could be on vista

and vista driver fault is strange do u have a virus or securom

A full scan of my system indicated no viruses.

Sounds like a bad codec, or driver. Try updating your video card, and sound card drivers, and try replacing the video and audio codec that video file uses (be it XviD or DivX, or AC3filter, or MKV, or OggVorbis, or whatever)
