how do i get them off with out cutting the pushpin in half

Squeeze the plastic pushpin tabs in the back of the board together.

i tried it on a old video card that had them and it didnt work

They can be a real pain. It sometimes helps to have two pairs of pliers, using one large-mouth pair to squeeze the backside pins together and a smaller needle-nosed pair on the front to pull it out.
