I suggest you get a new audio card first. The onboards are definately getting better bu they still are not up to the sound quality or features offered by a quality add-in card. Which one to buy depends greatly on what type of user you are, such as hardware core gamer, Movie buff or hoem recording freak...etc..
You may be a combination of all of the above. Start there first decide what tyoe of features you would like to have on your soundcard.
As far as a inexpeinsive but good quality HtiB look at the ONKYO Htibs, they have system that offer a "real" AV receiver, full satelite speakers and a subwoofer. Going this route also allows you to upgrade your speakers or sub if you require more power or want a better system. Check out shoponkyo etc. There are other good quality htibs out there also. Most will tell you that if you want real sound quality PC speaker are for the most part to be avoided. Hope this helps.

get a audio card which good in modulating audio signals .. (not creative ones)
also they need the digital output which can connect to your receiver or receiver+amp

then wire your amp to the speakers .. etc

i dun know bout the speakers variety .. different speakers for different usage, some for movies, karaoke, or musical purposes .. this applies with the subwoofer as well

it's hard to say bout speakers nowaday since most of the parts are made in china .. there's good and there's bad

hope this helps
