I am building a value system now using ASRock P452000 mobo. Had the same issue here just now, thought it could be a hardware failure, but as it turned - it was just a screwed up bios.
What I can recommend:
1) Update your bios.
If you have a Floppy drive or a USB Floppy (comes in handy a lot, if you build pc's from time to time), just download "Driver Free Disk For BIOS Flashing" from here (http://www.bootdisk.com/) and create a boot floppy. Then put Afudos and bios file on it (should fit). Or - just follow gigabyte instructions.
Thats the simplest way for a bios update I think. You can also use CD or USB-Stick too though...
2) Connect only minimum: 1 hdd, mouse, kboard, 1 stick RAM.
3) Test you hardware for errors (RAM, HDD). Using "Hiren's BootCD 9.5" for example will allow to do pretty much everything (download and burn .iso - the cd is packed with necessary tools).
4) Once bios is updated (dont forget to load default settings after that) & hardware is errorfree - try installing windows again.
Good luck. :)
