Need SS Phase Change Cooler Tuner/Builder

Hi everyone, I just bought a SS cooler off ebay and according to the seller it needs to be tuned. I live in Southern ontario, canada eh. My city is directly across the river from Detroit, Michigan. So I'm looking for someone who is driving distance away that can Tune my cooler to handle a QX9650 Quad. I'm willing to pay 200 bucks for your time if you can get it running my Quad under load and hold temps anywhere between -15 to -30 if possible.
here is a pic and description of my cooler.

The main compressor of the Mach system is the Danfoss NF9FX, This unit has been given a custom condenser, with a much higher capacity, The Vapochill has a better evaporator (cold piece) and mounting system then the Mach system, and its is able to spin freely and has a heater to reduce condensation. This system has been given one of these.

i would be weary about that unit...

(edited) $200 won't be enough if the unit has problems... if it just requires a re-tune then that should be enough :) Try it to see how it pulls down

What does it mean that it needs to be tuned? Just cap tube sizing and refrigerant charge, or you don't know? Does it work now?

I haven't actually recieved it yet from the seller but he tolded me
it has a blend called Isceon 89, similar to r404a.
has access valves and heaters in the mount.
There is no display becuase it has a k-type probe and the display uses something else
also he said something about a double boot issue and it being very inaccurate on the display.
and he said right now it should be able to handle a dual core but not a quad.
and I think he mentioned that it was originally modded by Jin of vapoli

Just ask NoL he is selling you the unit and he built it. Hope it arrives in one piece and not all :banana::banana::banana::banana:ed up like his past couple shipments
