What kind of paint should I get if I want to paint the heatsink for extra coating and I live in Canada, what's the best place to get them?

that'll reduce the copper potential, worst might ROAST your processor
there are very few paints which are thermal conductive .. but those reaching 200++ deg celcius types .. normally used in heat transfers 400++ deg and above
but there are many paints which are thermal insulants .. normally used in industrial boilers etc ..
you sure u want to paint your heatsink?

I really wouldn't recommend painting your heatsink. You'd be better off to use your processor to cook eggs and bacon.

+1 to both the above statements.
in general, coating metal on metal will always reduce heat transfer speed (conductivety), not a good idea.

Really, you don't need to be painting a heatsink. Paint your case instead.
Try NCIX for a good selection of heatsinks in Canuckland:D
