Trying to format a hard drive on vista (64bit) [Archive]

I tried to format a hard drive with vista and it looked like it was starting but after about 2 hours, it had only gotten to 1%. However, it was initialized so it shows up under my computer. So I tried to right click and "format..." which seemed promising until i got the error message saying I didn't have sufficient privileges... but I'm on the admin account! what the heck??
