Pgm for creating animated gif's

I know I can do this with photoshop, but I want something that is a little more light weight. Free would also be nice, but not necessary. Nooc turned me on to GIMP and if you're running it under Linux apparently there is an add on that can do this but last I checked (couple weeks) it wasn't available for windows installations yet. I've searched some major shareware sites and found a couple pgms that said they could do it, but didn't have any luck.

Any ideas would be appreciated.

I haven't created animated gif's in ages. I think flash can export as a gif as well, if you are making something with vector graphics.
