allocated memory/ram question

i have read that Vista only allows programs to have a maximum of 2gb ram allocated to it. and i have 8gb ram being read as 3,i know that max it should read is 4. is there any way to allow programs to have more than 2gb ram allocated to it? and although i doubt there is a way, ill still ask, is there any way to make windows read my full 8gb?
