See can someone explain this, at default clock speed i get a VID of 1.0375v...ok?

But when i overclock to 3.4GHz (425x8) leaving Vcore at default the VID changes to 1.1250v....why?

You can checkout what Core Temp says in this post, which also shows my overclock running:

I think that is the VID in EIST(Energy Saving) mode. Note that the multiplier is 6. The nominal VID for your 9450 should be 1.125V at default clock speed.

You already have the answer your looking for.
Do you see 333.30 x 6.0? It should be 333.30 x 8.0 You have C1E enable in the bios. C1E lowers the multiplier and VID/Vcore at the same time.

Known Issue but I just wonder I have not noticed this in XP (yet) , is the bug solely for Vista or for both OSes ?
