does one have any recommendations for a new HSF?

Does anyone know of a good Heatsink/fan I can use on a E8400 to keep it cool. I was looking at an arctic cooling freezer 7 pro. But I don’t know if this will perform well. I plan to overclock my E8400 to 4.0ghz. Can anyone recommend a medium sized heatsink that I can buy for under $40
