Figured I'd put this here as I'm not too sure if it's the monitor or the video card. I'm leaning more towards the monitor because it seems like a typical monitor problem.

On web pages, if I were to scroll down it will cycle, kind've jumping as I scroll. It seems like it's refreshing slower than it should and it takes a bit longer to scroll than it normally would. (Not my computer, one I built for somebody).

Standard Envision 21" LCD widescreen. One of the main reasons I feel it's the monitor is because when I try to screenshot it, I can't capture it. I know I've seen this problem before but never really addressed it. Is there a fix? (Otherwise, the monitor works great on videos and so forth)

you have to ignore it..

if youre scrolling down with the mouse wheel its supposed to skip.. if you press teh mouse wheel down and then go down it ends up tearing because it trys to refresh too fast.. thats kind of what happens when you have a 60hz monitor and you produce 200 fps in a game.. i think

Have you tried reinstalling the VGA driver. I normally experience this after a fresh installation of os.

It's not JUST when using the mouse wheel. Scrolling in general, clicking and dragging the scrollbar produces the same effect.
