Are they the same? Which is better for on the fly Windows oc'ing? Now about this stuff about install windows with HT disabled, how do you do that? I've picked up a few scraps here and there recently and will start a new benching rig this week...any suggestions?

They seem to work the same for me but I prefer clockgen .... as far disabling HT, yes you have to disable ht while installing and I also found that enabling it after makes clockgen not respond to sandra and wcpuid, even after you turn it off...... superpi and 3dmarks still recognizes it though.....

I assume you mean disable HT in BIOS BEFORE installing an o/s?

yes.
but if you already installed the OS and don't wanna wipe it out.
just do a normal repair install the with HT off.
as for what program, clockgen gets my vote.

just don't turn it on ;)
pretty useless feature for me.
doesn't really seem to do anything for me.
so I never use it.

Agreed. I can't see the point of turning it on for a gaming/benching PC.
