I swapped out the fan in my coolermaster extreme pro duo 650W psu for an akasa amber
here's the specs of the two fans
Akasa Amber speed 1400 R.P.M.
Fan airflow 44.8 CFM
Noise level 18.0 dB(A)
stock fan
AD1212US-A71GL 99cfm 2500rpm 43dB(A)
speed 2500 R.P.M.
Fan airflow 99 CFM
Noise level 43.0 dB(A)
the amber only pushes half the cfm level, but it is much much much much much quieter
am I providing sufficient airflow for cooling?

No. That PSU is actually only a 550W and is rated at that at 25°C. At 40°C, it can only put out a continuous 420W. If you don't move enough air through it, it's going to run hotter and be capable of even less output.
That doesn't even take into consideration the shortening of it's life.
Of course, we can only theorize right now, but if you have a thermistor that you can stick in the back and see how hot it's getting that would be good. If it's running 40°C or more, you're screwed. ;)

it's just being used for net browsing and my components are underclocked right now
I'm going into a decent pc shop tomorrow, I'll get a replacement

Why would you buy a computer and underclock it? Why not just buy a slower one to start with?

it's underclocked because of the psu
