Which of these leads in silence, and which leads in stability?

Corsair hx620 is probably the most quiet top performing PSU in its class. Both are stable, but with modular its a no brainer.

PC P&C are known for having fairly noisy fans.

Silencer is pretty quiet, and I'd probably give it a slight (VERY slight lead in perf, stabile current and less noisy current) but the two are both based off the same OEM, and perform very closely to one another.
So that would lead to secondary considerations such as the larger fan design which is far better on the HX620, modularity, which is also far better on the HX620 and vendor support, which I think PP&C is slightly better in.
Pretty even choice, but I'd be inclined to go with the HX620 because PP&C hasn't yet learned what a 120mm or larger fan is yet, and they have zero intention of ever figuring out how to go modular :)

Although the Silencer is great the Corsair gets my Vote, probably the best 600-650W PSU available right now.

Current testing, as of maybe 3 weeks ago, put the newest revision of the HX620 as having cleaner outputs than the PCP&C 610.

Another tidbit from the review:
Corsair HX620W is a terrific power supply and won’t let you down. In conclusion, Corsair HX620W is one of the best power supplies you can find on the market, pleasing both average users and enthusiasts.
The only “bad thing” we can find about this product is its price. Unfortunately it isn’t the cheapest power supply around.
