I already have an uber gaming PC with full custom water cooling and an E6600 OCed to 3.6Ghz. Now I'm looking to build a small PC for 24/7 folding/torrents/voip/file storage.

The main concern with this build will be power. I'm in the Air Force and currently live on base in the dorms. Given this I have free electricity, but I'm willing to bet only 1 circuit breaker for my room. I want this PC to be low power to prevent poping the breaker if I was to, say, make popcorn while playing crysis with all the lights on and jabbing a fork into the wall socket(minus that last bit). Mainly I'd like to hear opinions on AMD vs Intel power use and what CPU would be best for my application.

I don't think this is quite an answer, but why not build a system around a laptop board if power is the big issue (or just get a cheap refurb laptop on ebay - you'll get battery backup for free)? Perhaps your question can be rephrased to what is the lowest power consumption for the tasks I intend to run?

I've seen laptop board + proc for less than $100 on ebay, get interfaces at dealextreme and you are set. You'll save $ on build and save on electricity.
