Blow or Suck? Which is better?

Well this really concerns the direction of airflow onto a vga heatsink. If I mount the fan to suck the heat out of the heatsink, would it be:
a. Drastically less effective?
b. Some what less effective?
c. Nominally less effective?
d. About the same?

I'm asking because my case is configured such that it would be beneficial to have the fan suck the hot air away and blow it straight out.

:ROTF: Have to preface my answer, and I like blow on a GPU HS. The extra air is forced onto the mem and Vreg chips. Suck will pull air from all areas, thus less card cooling on the other components.

I think if you were to blow it would depend what job you were trying to do. Then again if it sucked the results may be hard to swallow.
