this is normal?

water @ 15ºC: i can get 500mhz on core of my 9800pro
water @ -13ºC: 500mhz on core

v-gpu mod @ 2v : 546 of core with water @ 15 or -13º errr

i expect more of degreing the water temp

but theres no pelt on the gpu? because if yes than it keeps the gpu cool with 15°C water already.
