Don't have any answer off the top of my head but I know this has been covered before on this board. Did you try looking for it?

also it is a MSI 512MB 8800 GT, the red PCB version
my PSU is a 850w quattro PSU with 4 v12 rails rated at 18A per rail

Make sure the connector is plugged in tight. If it is, just take it out and plug it back in, might just be a bad connection.

ok i just switched out my PSU for a 550 ultra with 2 v12 rails, one rated 18A and one 19A and no error message popped up
but the windows start up screen froze for a few seconds on both, the ultra being only a few seconds while the antec was quiet longer. i think my PSU is defective

sorry to double post but i just double checked and it is my PSU that is the problem. i also tested it by playing some games real quick. i know for certain that it is the PSU.
thanks you everyone that helped me with this crisis
