even if the motherboard doesnt allow it?

i have a 462 setup using a matx motherboard that does not allow changing of the vcore. am using a sempron 2200 that is ran at 1.6v and temp is running sky high at 60-70 degrees till it shutdown. using stock cooler, cant seem to find any second hand aero 7 coolers to be used.

is there any software which allows this?

The kind of software you're asking for is motherboard dependant on S462.
There's one way of doing it on VIA boards (including HW mod (http://fab51.com/mobile/tbred/geode_nx-e13.html)), and another for nVidia (which I'm not sure if it can control Vcore, but the software I'm thinking of was named after the Epox 8RDA+ motherboard).
The methods doesn't work on all these mobos.

If you're having a VIA board you should enable CPU HALT (http://www.ocmodshop.com/default.aspx?a=125%20), which lowers idle temp. I lowered my AXP 2500+ with 13° C in idle.

Finally, you can lower the Vcore by changing the bridges on the CPU (http://fab51.com/mobile/tbred/geode_nx-e13.html), although this will take some time before you find the right setting, or connecting pins (http://www.ocinside.de/go_e.html?http://www.ocinside.de/html/workshop/pinmod/amd_pinmod.html).
