Hey guy's
can you guys recommend me the highest cfm fan under 30dba...anything over 30dba is too loud for my liking...
I have this fan in mind

I believe Noctua and Scythe are the best for silent fans. Check out Noctua

noctua don't have enough cfm....
i want fans with the highest cfm under 30dba
The one i mentioned above is the best i found so far

Seriously, take any manufacturer's sound ratings with HUGE amounts of salt. I'm not aware of ANY manufacturer out there that adhere's to any sort of standardized testing specification, and these days, there's good money to be made in selling quiet PC parts.
The best indicator of any fan's noise level is going to be the fan's rpm. There is no 'magic bullet' that will make a high-powered fan noiseless. You'll see slight variations, but not by much. Aside from that, a smooth noise character is important.
I have a pair of those Scythe fans, and they have a smooth sound to them. They were a little loud for my liking, but I also consider 1200rpm Noctua's to be too loud, so they might be just fine for you. If you haven't already, you might consider checking out the Yate Loon D12SM-12 fans, which are in the same rpm and sound range as the Scythe's.
Beyond that, honestly, trial and error all the way. For what's it worth, I haven't had good luck with Antec's Tricool series of fans.

Yate Loon 120mm (http://jab-tech.com/YATE-LOON-120mm-Case-Fan-D12SL-12-pr-3009.html) - 47 CFM @ 28db.
If you are willing to go with 33db, you can get the YL with 70.5 CFM (http://jab-tech.com/YATE-LOON-120mm-Case-Fan-D12SM-12-Medium-Speed-pr-3770.html).

Well, the SilenX's definitely have the highest manufacturer cfm/db rating... ;)
I would go with the yates, the 4 I have in my case I can barely hear in my silent room and blow very well.
32/47 in an ambient of 29c.
