On October 1st I sent someone payment for a HD-DVD and it was shipped shortly thereafter. However, I still haven't received the package, and the tracking info shows that it "left their facility on October 4th (http://trkcnfrm1.smi.usps.com/PTSInternetWeb/InterLabelInquiry.do?origTrackNum=9102150134711983 634738)". I have been in contact with the seller, and he said that USPS said it's "in route" as of October 16th (apparently "in route" is a euphemism for "we have no clue where it is"). I sent the seller another message today asking for an update. Is there a number I can call at USPS to talk to someone about this? Their 800 number is just a loop of computer operators. In cases of lost packages, is it usually up to the seller to issue a refund? If it got to the point of a paypal dispute, would I win due to the lost package?

I had a similar experience with USPS. You need to call the post office where the package was last and talk to a real person. Usually they will have the best chance of being able to help you. I had a package that was going from Seattle to Phoenix, and it ended up in Nashville  After about a month, it finally made it to Phoenix.

goto the upps website maybe you can get better info there and get the number for the location where it was last checked in at. or you can contact your local post master to start an investigation.

I talked with my local post office, and they have not received it. I then talked with the Warrendale PA facility (where it was last scanned), and they gave me the number of the manager of the Atlanta Recovery Facility. I contacted him and he said he does not have the package and that I should have received it by now. He suggested that the seller go to the Warrendale facility and speak to the customer service manager regarding this package, so I requested that he do this.
Apparently the seller was an idiot and shipped it via media mail, which is not only more expensive than first class mail, but takes far longer (7-10 days). If this gets to the point of a refund and the seller does not want to issue one, will paypal side with me?

Yes, they will and without question.
They always side with the buyer unless the seller can prove it was shipped and trackable. This is why I tell people if it's anything you value, go UPS,Fed-Ex or USPS Express..USPS Priority and down are not trackable even though they say they are. The system is in place to track the packages, it is simply not done..Yea, the people themselves in the PO just don't input the info.
This is how it was explained to me at my local PO.

Right, but usually in instances where the package is something valued, it's insured and cases like this would end in a positive manner with a refund. But I doubt the seller insured a $18 movie.

I agree and for $18.00 I'd mail you a check and have it done with.
For that kind of money I'd just rather have a happy customer.
His using media mail tells me he's a cheap SOB. No reason outside of a few cents not to use first class.
People try to cheapen the shipping to save dimes and create so much grief when they do.
Better to add $1.00 to the price and get it done the right way.

Great... now he's ignoring my PMs. Sent him two between yesterday and today and his last activity shows 6:04pm. Don't mess with me :shakes: - I will eat you.
