Blows in? As in an intake fan for the back of it? or an PCI fan that blows inside the case with no intake, only aids in circulation...If thats what your looking for then Vantec Spectrum

Not that I know of. Unfortunate though, as an intake right below the graphics card would help.

nice find with the antec, but while looking i saw that most of the slot coolers that blew out used a 3 pin connector with power and ground only so if i switched then would it work by reversing the rotation or just catch on fire

and good find on the antec, thats what i was looking for

Reversing the electric would not work... The fins are designed to push air in a certain direction. The fins would have to be rotated to push them in the opposite direction. (It might reverse flow a little but I think it would be more turbulance then airflow)

EDIT: Oh yah, I wrote a review on the vcool some 3 years ago. I broke the fan on my 9600 and used this to cool the vidcard. Worked better then the original fan lol

Many of these fans are DC brushless, they don't work in reverse polarity. They have some circuitry in them and only work one way.

Looks like the Antec is the best bet for what you are looking for.
