Is there a way to configure the router or modem to send out a certain speed for another user?
What happened is that a family member of mine is constantly downloading musics, videos, files and it took me about a minute to load a web page
I need to find out how to configure or have the router send out lets say 1MB of the internet on an IP so that way i will have 2MB to do stuff
I have a linksys WRT54G

I know that there is a way to do it, but I am not sure how to set it up. If you router has traffic shaping, then that is what you need.

Yeah Traffic Shaping/QoS is what you need. Basically you need to set the ports that are being used for all of that traffic (is he using torrents?) to lowest priority so that the router will still allow other traffic such as web browsing to pass through without getting caught up in the mess. My D-Link DIR-655 can do this as can other newer routers. Normally you will pay a little more for this though.
If you don't have a feature like that, you have a couple of options:
1. Limit his # of connections in his torrent program, if you need help setting this up I have done a lot of research on it.
2. Limit bandwidth within the program.
And if he just won't cooperate with you...
3. Buy a beefier router that can handle all this ;)

just a temporary thing.. but if you just need to jump in front of him, send a ping from command prompt and it'll break his traffic temporarily and let your request through. I do it all the time to get email or when a page dl is slow, clues me in that someone is on limewaire again. ;)
you can also use access restrictions to write a restriction policy for times, sites, and traffic type or ports used in th admin console:

I flashed my WRT54G with DD-WRT. I went into the Qos thing and modified some stuff. However, it seems like it doesn't do anything. The router acted like nothing is changed

"Modified some stuff" - what did you change?
Here is how mine is set up:

In the above picture, 192.168.0.101 to 192.168.0.103 are the IP ranges of the computers on my network. You want your local IP there so you are given priority over him. 32666 is the port I have open for uTorrent. Remote IP Range I left alone, as I didn't know what exactly it is. On a scale of 1-255, 255 is lowest priority. You want the Protocol set to "Both" TCP and UDP.
After I set this up I did some testing and I can hammer the router with all the traffic I can, including hundreds of open connections through utorrent, and still browse the web. I turned it off and...the connection tanked and I couldn't open any web pages.

If you can't get it to work it may be easiest just to go with the last option, and limit the bandwidth from the ethernet port he's plugged into.
You never said what program he is using to use all the bandwidth? Not that it really matters, I'm just curious...I'd just use Ethernet Port Priority.

I'd take a razor blade and put a tiny cut in the cat5 line he's using or pull a wall plate if he's attached to one and pop the wires off of the fitting..:D

Its all wireless, nothing is plug in.
Its RapidShare and Megaupload. What pisses me off is he download 30-40 files at once so i get about 1kb per sec of loading a page, if that!

if you mange his laptop(have admin rights )check out this link it refers to a internal program(BITS) that you can use to limit his bandwidth.http://technet.microsoft.com/en-us/library/bb457145.aspx

bits is the background intelliegent transfer service and is almost only used for windows updates.
Im pretty sure any limiting will only be applied to the downloading of windows updates.
If you want to limit a windows machine the link i put above is probably the best way.

Just remove the antenna from the router and tell the person to put a limit on there up and leave about 15K of up free. There are setting to cap the up in the torrent programs and the problem you have is there is no up left for you and with out that you can't surf or use email. This person need to be respectful and not steal all the up.
