I have some CDRs that lack the smooth writable layer that most usually have. (You have to look at the color reflecting off of the surface to tell which is the top and which is the bottom)
As far as CDR media goes, it was fairly cheap. I label them with Sharpie type markers. And after awhile (a year or two), I notice they start having read errors (no scratches or heavy usage, simply left in storage). But I'm not sure if its because of the marker or just cheap CDR media.
Has anyone had the same effect.

I'd guess cheap cd's..I have some that are VERY old that I just tossed in and checked for the hell of it when I read your post and they are fine.
Key is in the storage..Keep them in a dark cool place.

You should really consider buying some DVD's, the price of CDR's are the prices of DVD's. At least it is here in the USA. Taiyo Yuden and Verbatim FTW!

Media. I have noticed the same thing with audio CD's after a few years. No heavy, constant usage either.
