A family member asked me to build a new system for them but they only want to spend around $600. I'm not very familiar with budget builds as I'm working on a gaming pc for myself...

Here's the major specs of the current one they have:
Pentium D 2.8ghz, 1gb ram, 250gb HD, Geforce 7300LE. DVD-RW. It's a Dell so I'm not sure exactly what quality components they use. I didn't have time to look deeper into all the specs.

My question is, for $600 will I be able to build something better than that, including case, psu, keyboard/mouse etc. except monitor. If so, could you direct me towards some parts or maybe an existing guide I haven't found yet.

YES! i built one in canada for 600 including tax with a e2160, asus p5k-v, a cheapo case with a psu, a 80 gig hdd, sata cd/dvd rewriter and 2 gigs of micron d9gmh

tiro_uspsss's build is pretty good. If the comp is not going to be used for gaming you can save a bit and choose a mobo with a integrated graphics.
