The directions page specifically mentions black self-tapping screws. All I got was this bag http://img180.imageshack.us/img180/2056/pict0002dy4.th.jpg (http://img180.imageshack.us/my.php?image=pict0002dy4.jpg)
How can I tell if these silver screws are self-tapping?

Those are the correct screws.....make sure to use the gasket and DO NOT TIGHTEN TO MUCH or you may puncture the core. Just run the screws in till the gasket starts to compress with the force...just barely:up:

I have every intention of just dremeling off the ends of the screws so they are not long enough to puncture the core... and no they are not pointy on the end. I'll need to get 12 more screws so I can put 3 fans on the bottom, but since I'm a retard when it comes to screws I also need to know what size screws to get. According to my ruler these screws appear to be about 1/16" wide.

Did you purchase the PA120.3 direct from Thermochill ?

If you're not keen to learn the ins and outs of current fastener tech, Petra's sell a packet of either black or silver self tappers for Thermochills.
The thing is the neoprene gasket compresses. So they need to be long enough to reach when you start them but not so long that they puncture the core when tight with the gasket squashed.
75 cents is hard to beat. PTS (http://www.xtremesystems.org/forums/showthread.php?t=156663)

For mounting the Yate Loon Fans I just brought one of the self tapping screws that Thermochill sent me to the hardware store and showed the salesman there the screw and said I need 12 just like this but I need it to be 1 1/8 inch long. Cost me like 1 dollar :)

Those are some new screws we're trying out. They are self-tapping, but designed to selftap an existing hole, hence they don't have a sharp tip. The thread will cut itself, but due to the blunt tip should be far less likely to puncture a tube.
