i have a very power hungry clawhammer socket 939 cpu @ 1.65V with an ati x800 xt aiw , a8v-d, 2gb kingston server memory @ 435 3-3-3-8 1T 2.8V and i just killed the 3rd psu in 2 years ive tried (one raidmax that came in the case, i know that its was bad, then an antec neo 550 he, then another raidmax i had lying around until i could get a new psu)

so, i wanted to know if i could take a single rail psu thats been split and reemerge the rails into one supper rail, like the duel psu mod, since my motherboard only has one rail slot

Why not just spend the $$$ to buy a quality single rail PSU?
A good quality multi-rail PSU should also serve your needs, but since you're talking about "merging" the various rails into one "super-rail", maybe something like the PCP&C 750 Silencer? (one 60 amp 12v.rail)

Buy a new one or run with more than 1 psu at a time.

I said the same thing after my Antec SmartPower 2.0 died. I think it was the cause of some early memory deaths, so I got a good PSU this time around.
