Is there a valve that you could manually operate to adjust the flow of coolant?

And by constant he means, you can literally set the suction pressure, depending on the rating of the valve, and it will keep it there.

And suction pressur is what governs temp @ X capacity.

Yep yep, you'll want a low side pressure gauge on any system with a CPEV.

usualy no, can be yes. Reason for is expens, cap tube is cheaper and can be just as well. They are more usefull on cascades where recovering and tuning can become an expensive ordeal.

I was searching for CPEV's and I found this. It gives a pretty basic explaination of different metering devices.
