Try Display Properties > Settings, click Advanced, go to Monitor tab, uncheck Hide modes that this monitor cannot display.

You didn't understand. I don't want to change the refresh rate, i want to create a custom resolution :)

It is not for changing the refresh rate. It is for screen resolution. ;) If you did what I said, you would see all screen resolution pixels have now unhidden.

I have been at this forever but I finally found a half-assed solution that works on the desktop but not in games. You have to edit the registry and add your resolutions and set the refresh rate with hexadecimal code. I was able to create 1440x900 and many other non-standard resolutions, but the refresh rate settings don't work in games and I can't find a working override.
