I'd assume the TEC cools the water, not the CPU directly...

I read a review of a system featuring that. It was HardOCP. Yes, the TEC cools the water and not the CPU directly. It's horribly inefficient, but is an all-in-one solution (one big piece).

Exactly, Dell makes POS computers, and that cooling goes in with it.
