Thermoelectric Cooling?

What does it take equip. and cost wise to get a good Thermoelectric Cooling Setup going?(Graphics and CPU) Is it worth it? Im looking towards cooling alternatives to water and plain air. Is it more effective than H20? Any input would be great:rocker:
