Ok I pretty much know what I need to do, my Gainward GeForce 4 Ti4200 128MB is exactly the same as this one:

First, I need a multimeter, what kind should i get and where can i find it cheap?
Second, where can I get the VR's cheap? (I believe i need a 5k one.)
Third, on my SC1102CS chip, I know which one to physically soldier (Actually but using SMD grabbers, but... :p: ) but I not sure how to count them, when i read pin 11, or pin 14, how can i tell which pin is which?
Fourth, How do I check the voltages running through the card? Do I just put the multimeter on there while it's running? Or is there somthing I'm missing?
