Is the stock thermaltake liquid really cool the CPU below room temperature?

Unless it disobeys thermodynamics (which I don't think it does), no.

Are you saying that it doesn't work better than CPU fan?

Thermaltake kits are a bunch of junk. While they may decrease stock temps byt a few degrees, they will give you far worse temps under overclocked conditions than a high-end air setup.

Only phase, TEC, LN2, Dry ice can get below room temp.
Thermaltake watercooling is total bull:banana::banana::banana::banana:.

Thermal take is the top of the absolute bottom line IE they totally suck.

You'd get better performance by blowing over your heat sink then with Tt. If you're going to invest in water cooling you will get much better value by going custom, it is easy and you'll probably save.

And yes please look up laws on thermal dynamics, heat ALL ways naturally flows higher point to lower point with out mechanical intervention. Thus with out a electronic / mechanical means you can not go lower then room temp. In fact you can not even get to room temp, you can only get to a few degrees from room temp as you must have a temperature differential in order to drive the flow of heat.

how the heck do I put dry ice around CPU? I wouldn't be put the case standing up. Are TEC and LN2 manufacturer of liquid cooling?
Should I buy the thermaltake case without liquid cooling and add 3rd party cooling system later?

TEC is a thermoelectric, check the TEC section.
Dry ice is put into a pot on the cpu for temporary temperatures.
Ln2 is liquid nitrogen.
Not water cooling at all.

Ok. I found the link for TEC CPU cooler.

is this what you mean by using thermoelectric ? Does it need any other parts??

Well, you could bong cool, but that has its own can of worms...

Nope, it's selfcontained. From what I've seen, that thing isn't half bad.

From what I've heard of the Freezone, it simply can't cope with OC'd heat levels; a water setup was getting better temps under full load! And quads eat those things alive.

Not to mention they whore electricity...
Do some more reading around here, spend more time around here like me :D

No offence but you REALLY need to learn more about this be for you even think of spending your money!
