If you installed XP on the new SATA drive with the 40GB PATA drive still installed/connected to your system, no matter what options you set in BIOS you are still going to have the 40GB PATA drive as the 1st HDD.
This is a BIOS limitation and hence no matter what order you set in the BIOS, your computer will not boot.
You need to either disable the PATA controller (Primary or Secondary) in the BIOS or physically disconnect the drive from the ide cable and then install XP on the SATA HDD. Once XP is installed you can enable/connect the PATA drive back.
With the PATA drive disconnected/disabled you can also try using the repair option in XP and use the fixmbr / fixboot commands to make the SATA hdd as the boot drive.
