you have to Stop two services and restart them, and then it works fine. one of the services is Software Licensing, if you can give me a screenshot of the services.msc window with all the services starting with S, i can tell you what the other services you need to stop and start is.
EDIT:
finally found it....... that was driving me insane!
Here is the fix.... i had to do this a couple times since control panel would be blank whenever i rebooted, then it just seemed to keep working.
1) Launch services.msc from a run command
2) Find the SLUNotify service & stop it
3) Find the Software Licensing service & stop it (it may say that ReadyBoost needs that service to run; stop it anyway)
4) Restart both services, starting with Software Licensing
Hey, vista runs smooth and stable for the most part, but when i try to access control panel it opens and closes very quickly, preerty much refuses to open, also when right click on computer and try to go to properties, that also doesnt open, windows update doesnt work as well, sometimes when i restart it starts working fine again, and other times it just wont open, any ideas?? anyone else go through this????? thanks.
Also this started to happen after activation, i have the Vista Home Premium OEM copy, and yes it is a legal copy that i purchased, do not ask me if its a downloaded version, if anyone can help me i would appreciate it, in safe mode they open up properly....

Running nVidia drivers? This is a common problem I think for that. Mine has fixed itself in the last few weeks. Either way it is known. Make sure you get all the Vista updates first, that may fix the issue.
Solution:
Go to run command line.
Type services.msc
Go to software licensing. Turn it off. Now turn it back on.
Now go to SL UI Notification. Turn it on if it isn't already.
That should fix it until you power down the comp.
yes im using nvidia drivers.....
i just tried that solution, the SL UI wasnt even running, it was on manual and i started it and stopped it, same thing tho, also i am trying to retype my key from the command prompt using the command slmgr.vbs -ipk <key> says syntax of the command is incorrect.

My order may be wrong. Google the problem. I had the same thing a while ago and solved it by googling.

ok so i figured a way to get it working intill i reboot, stoping and starting the service software licensing seems to solve it, but what is the long term fix i am still curious to know, because this is annoying.....

wow, i was having the same problem!!!! im running visata ultimate.
my 3d scroll didnt function, and my control panel kept popping up.
so i can fix it by doing the same, i also need to rerun the readyboost, as it disables when you stop/restart software licensing..... so, how can i have this work each time i restart windows??? i would hate to manually have to stop/start the service just to get it to work properly.
on second thought, this all started when i added a ready boos thumbdrive yesterday... maybe if i remove it, itll run properly.

i could have been wrong about that. i read the hotfix details when they install with windows update, and i could swear one installed in may described this issue, but i can't find it in my update history. i'll keep researching.

Error message during Windows Vista startup if the Nero InCD program is installed and if the "Special pool" feature is enabled in the Driver Verifier utility: "Stop 00000050" (http://support.microsoft.com/kb/929637/en-us)
Hmm, I don't even have Nero installed. Was this the one?
no, but this is the hotfix, wich also addresses the control panel issue.

Well, it hasn't happened to me in a couple weeks. Things that have been changed lately:
-bunch of windows updates
-NV released those betas, 163.11 (which brought back color vibrance)
Also my monitor no longer gets stuck in "no signal" mode after turning off.
