McMaster has neoprene rubber sheets, but the sheet I want doesn't have any adhesive for it. I picture something that you spread with a brush so it covers the entire surface. What should I look for at Home Depot or Lowe's? I can't find a cheap adhesive on McMaster -- 18.00 seems like a lot for this.

Liquid Nail @ Lowes. $3.99 a tube. Careful when you apply don't use to much or it will go everywhere. ;)

3M makes a spray adhesive that is suppose to be extremely strong.

I've seen it in most hardware stores.

I found the 3M adhesive on McMaster..still too much for this. However, on the same page as the 3M, I found a General Purpose Aerosol Adhesive:
"General Purpose— All-purpose with good adhesion to paper, cloth, cardboard, felt, foam, rubber, glass, plastics, and lightweight metal. Can also be used for temporary positioning. Begins to harden in 2 minutes; reaches full strength in 2 hours. Maximum temperature is 120° F.
